Wildlife Crime Conference 2024: Strength in Unity

 

This Conference aims to enhance cross-sectoral collaboration for wildlife and environmental protection. It hopes to bridge the gaps between government bodies, conservation groups, legal experts, and community stakeholders. It focuses on unravelling the complexities of existing legislation protecting wildlife and the environment, and highlighting the necessity of cohesive efforts to tackle wildlife crimes and conserve biodiversity.

Through a series of engaging talks, interactive workshops; mock crime scenes and networking sessions, participants will explore innovative strategies for policy integration, share best practices for enforcement and compliance, and foster partnerships that leverage the strengths of diverse sectors. This conference represents a unique opportunity to catalyse action, inspire change, and advance collective efforts towards sustainable environmental stewardship and wildlife conservation.

Cancellation policy

1.) If a registrant is unable to attend the conference for any reason they may substitute, by arrangement with the registrar, another person who is interested in attending.

2.) Where a registrant is unable to attend, and is not in a position to transfer his/her place to another person, then the following refund policy will apply: 

a. Registrations cancelled in writing with more than 30 days notice before the conference will be issued with a voucher to the full value paid, which can be redeemed on any of our subsequent courses, conferences or events. 

b. Registrations cancelled in writing between 7 and 30 days notice before the conference will be will be issued with a voucher to the value of 50% of the registration fee paid, which can be redeemed on any of our subsequent courses, conferences or events.

c. Registrations cancelled in writing with less than 7 days notice before the conference will be will be issued with a voucher to the value of 25% of the registration fee paid, which can be redeemed on any of our subsequent courses, conferences or events.

d. If a registrant has to leave the conference at any point once it has begun, they will not be eligible for a refund or a voucher.

In the unlikely event that the conference is cancelled, a full refund will be issued to the registrant.

Refunds will be made in the following way: 

1.) For payments received by paypal, the same account will be credited. 

2.) For payments received by bank draft, cheque or postal order, a cheque will be sent payable to the original payee.

I have worked for the Irish Environmental Protection Agency (EPA) for almost 25 years, having previously worked in the oil and gas industry in the UK and overseas. In my current role, I oversee the management of the EPA Legal Department, which includes prosecuting serious environmental crime, managing legal advice on regulatory issues and managing requests under Freedom of Information and Access to Information on the Environment. I also manage the introduction of new environmental responsibilities given to the EPA under statute. I have a masters degree in chemistry and qualifications Criminal Law & Evidence and a Diploma in Environmental and Planning Law from the Law Society of Ireland. I am a Board member of the European Network of Prosecutors for Europe (ENPE) and regularly participate in information and training missions overseas with partner countries. I am also a Director of a registered charity, which provides support to special needs children and their families.

ISPCA Inspectors are the front line against animal cruelty in Ireland, investigating complaints of abandoned, neglected and cruelly treated animals. With legal power under the Animal Health and Welfare Act 2013 (AHWA), which came into force in March 2014, our Inspectors investigate complaints of animal cruelty and neglect. It is their job to establish the facts behind each case and decide whether or not there is evidence to suggest that an offence of cruelty has been or is being committed. Where possible, our Inspectors use their communication skills and animal welfare knowledge to teach animal owners to care properly for their animals. If owners are unable to care for their animals appropriately, our Inspectors will offer the opportunity to surrender them. Prosecution is the last resort but, under certain circumstances, our Inspectors can seize animals and prepare case files that may result in legal proceedings. ISPCA Inspectors work closely with other agencies, such as the Department of Agriculture, Food and Marine (DAFM), An Garda Siochana, and local authorities.

Chief Inspector Kevin Kelly has been a Police officer for 19 years and has dedicated his whole service to tackling wildlife crime. This has been done across four Policing ranks and a number of roles including front line policing, armed policing, tactical support roles, as an organised crime detective and tactical commander. His affinity to animals and his drive to tackle wildlife crime is part of his DNA and defines him as a Police Officer. Now he leads the UKs top unit, and he's responsible for delivering a Policing service locally, nationally and internationally. Kevin's journey here hasn’t been easy. When he arrived on the front line in 2003 at the Selby District of North Yorkshire, one of his first enquiries was into Illegal Hare coursing. He could see how badly it was impacting the local community, and the cops did nothing. He took on an investigation and carried out some proactivity, only to be hauled in by his Inspector and told off because “its not proper crime lad” Fast forward to June 2021, he has launched the National Hare Coursing Taskforce which brings 26 Police forces together to tackle this wildlife crime type collectively, going after the offenders who do the most harm and coordinating a joined up approach. To get here has seen his work recognised with some of the highest honours in his arena. But that said, now is not the time for procrastination as the hard work is still coming, and he looks forward to showing his plan for adding a financial angle into the fight against wildlife crime.
